Charter of Township of Darkmoor and the Darkmoor Alliance


Charter Motto: "United in guiding the destiny of Darkmoor."

I. The Township of Darkmoor and Darkmoor Alliance are guided by three principles:
  1. To guide the destiny and growth of Darkmoor, and share it with Sonoma.
  2. To provide a community for social and role-play interactions.
  3. To pursue common goal of assisting new players and creating events for all.
II. Purpose
  1. Township of Darkmoor - provide a community to support the three principles.
  2. The Darkmoor Alliance - to support the growth of all guilds in Darkmoor.
III. Alliance Council
  1. The alliance council consists of one guild rep from each guild, all equals.
  2. Shall only meet to discuss member conduct, or induct and remove members.
IV. Town Council
  1. The town council consists of one guild rep from each public and partner guilds, one council seat for every 5 private guilds, plus five additional council seats.
  2. The non-guild rep seats may be held by any guild/non-guild individuals.
  3. The council shall, by majority vote, elect one councilor to each town office.
V. Town Offices
  1. Mayor * - ambassador, and facilitator of Darkmoor. Shall vote only in tie votes.
  2. Vice-Mayor * - presides at town meetings and prepares agenda. Has no vote.
  3. Town Clerk - record town history, meeting minutes, and track town population.
  4. Finance Councilor - handle monetary funds and seek event sponsorship.
  5. Herald of Darkmoor - handles public relations and publicizing events.
  6. Sheriff of Darkmoor * - serve and protect Darkmoor from civil disorder.
  7. Events Councilor - creation and organization of large-scale town events.
  8. Service Councilor * - create service events for all new and veteran players.
  9. Gaming Commissioner - oversees all town hunt and arena events.

  10. * - guilded positions, requiring joining town stone, to prevent impersonation.
VI. Election
  1. Guild rep seats on council are permanent seats, appointed by the guilds.
  2. All non-guild representative seats shall be elected by town citizens in forum.
  3. All town office terms are for 3 months only, with a cap of two terms.
  4. All elections for council shall be completed by November 1st.
  5. All office elections shall be conducted every December, February, May, and August, with those selected assuming office on 1st of following month (January, March, June, and September).
VII. Membership
  1. There are four membership levels in town, with option for guild alliance:
    1. Public Guilds * - have minimum of 10 members and offer open membership.
    2. Partner Guilds - meet conditions of public guild, but not in Darkmoor Alliance.
    3. Private Guilds * - less than 10 members, and do not offer open membership.
    4. Partner Members - meet condition of private guilds, or non-guild individuals.

    5. * - denote guilds formally joining the Darkmoor Alliance guild alliance.
  2. Induction or removal of [b]township[/b] guilds shall be by 2/3 vote of town council.
  3. Induction or removal of [b]alliance[/b] guilds shall be by unanimous vote of alliance.
  4. All guilds seeking to join township or alliance are required to undergo a 30-90 day probation, during which they will be evaluated before formal vote to induct.
VIII. Citizenship
    Citizenship shall be conferred on those who are an active and participatory part of town, and is defined as:
  1. Member of any guild formally recognized by the Town Council or Darkmoor Alliance.
  2. Member of any building staff, who is recognized as being active by building manager.
  3. Members of the Township of Darkmoor stone, which will confer official citizenship.
  4. Special recognition status given (upon Council approval) to special honorary citizens (may include UOS Stratics Reporters, Guildmasters, and as the Council chooses).
IX. Meetings
  1. The town council shall meet once a week, on a designated day of the week.
  2. The Mayor or Vice-Mayor shall call special meetings, with one week’s notice.
  3. All meetings shall be conducted as close to role play as possible, while more serious issues may be discussed in the privacy of the town council forum.
  4. All council members may suggest topics to agenda prior to start of meeting.
  5. The Vice-Mayor (or Mayor) shall present the agenda, and recognize speakers.
X. Conduct
    All member guilds and individuals shall follow a simple code of conduct:
  1. Respect for all who frequent the township of Darkmoor, regardless of guild.
  2. Guilds are responsible for their member conduct with member guilds and town.
  3. Non-consensual PvP, PKing, scamming, stealing, or griefing are not allowed.
  4. Guilds shall encourage participation in events sponsored by town or guilds.
  5. All guilds shall seek to establish relationships with other guilds allied and/or in town, as well as to seek other noteworthy guilds with similar goals to participate.
XI. Amendment
  1. All amendments to charter must be proposed by a councilor, and posted publicly for two weeks. All efforts should be made to publicize and encourage public participation. In two weeks, the town council shall hold a hearing with the public, and then shall approve the amendment by 2/3 vote of town council.
